Altus Group’s clients were the City of Oshawa, the Municipality of Clarington, and dLAB (the Durham Learning and Business District). dLAB is a proposed dense, dynamic urban hub of office and retail space woven together with postsecondary campuses. It is located in the heart of Durham Region, straddling the Whitby-Oshawa border.

Challenge

The City of Oshawa, the Municipality of Clarington and dLAB required an unbiased research team to conduct an analysis on the economic impacts of a proposed GO Train Lakeshore East extension through Central Oshawa and into Bowmanville.

Solution

Altus Group’s Economic Consulting team identified the impacts of the proposed extension of the GO train on economic activity in Region of Durham.

This analysis included:

  • Impacts of initial investment, development and construction of project
  • Impacts of on-going operations
  • Economic efficiencies and benefits to prospective new riders and businesses
  • Potential for stimulated development activity in areas around new stations
  • Potential support for emerging economic sectors

Results

The City of Oshawa, the Municipality of Clarington, and dLAB used Altus Group’s analysis to approach their provincial partners and in June 2016 received word from the ministry that planning would begin on the proposed corridor. The clients fully attributed this successful outcome to the sound economic research from Altus Group and its partner on the project.
