The Project

Altus Group is providing technical advisory services to a consortium designing and developing and Automated Fare Collection (AFC) system for 1.2 million daily trips serviced by the Massachusetts Bay Transportation Authority (MBTA). Using a Design Build Finance Operate Maintain P3 procurement model, the MBTA entered into a long-term agreement with Cubic/John Laing as “Systems Integrator” for the performance of all services necessary for the System under an availability payment-based contract.

The new AFC system replaces the MBTA’s current “CharlieCard” fare collections system to provide for an integrated, reliable and convenient fare payment and collection system to enable transit riders to pay fares by tapping contactless bank cards, mobile phones and Fare Cards across the entire transportation network.

Solutions

Altus Group was engaged to provide technical advisory services in three stages: appointment of preferred proponent, financial close, and commencement of operations period. Services include:

  • Due diligence
  • Lenders’ technical advisory
  • Risk management
  • Schedule & budget advisory
