The Challenge

This Alternative Finance and Procure (AFP) Public-Private Partnership (PPP) project involves construction of a new 4-lane highway and interchanges extending Highway 407 ETR and Highway 407 East Phase 1 from Harmony Road in Oshawa to Highway 35/115, and a new East Durham Link connecting Highway 407 to Highway 401 in Clarington – in total over 32 kilometers of 4-lane highway. The project is intended to be procured under a Design-Build-Finance-Maintain program.

The Result

Altus is the advisor to Infrastructure Ontario and Ministry of Transportation Ontario for the development of project costs (construction, operations, maintenance and lifecycle), development of a project schedule, and in-depth development and analysis of project risks. Altus prepared a bottom-up project cost estimate, developed an infrastructure maintenance life-cycle program and costing, conducted risk workshops and developed a risk matrix, prepared a project schedule; and, conducted a comprehensive risk analysis of the project producing risk-loaded costing and schedule.
